The masterpiece of late businessman Mehmet Salih Tatlıcı, Tat Towers, are offered by Uğur Tatlıcı, his youngest son, to the Ministry of Health to be utilized free of charge in the battle against Corona virus outbreak, for they are kept idle due to the inheritance cases – a proposition that is yet to be answered by the other heirs for over a month.
While millions are staying home in our country, the number of our citizens, who are affected by this virus, exceeded hundreds of thousands, and over 2600 citizens lost their lives as of April 24th, 2020. Considering the increasing numbers of cases and death toll, the heirs still cannot put aside their animosities and say YES to this humanitarian cause, which is both upsetting and remorseless.
We will briefly evaluate, in today’s news article, the petition, submitted by Uğur Tatlıcı, the youngest son of late businessman Mehmet Salih Tatlıcı, who built Tat Towers, on the date of March 24th, 2020, a month ago, to the Judicature of the 2nd Civil Court of Peace of Istanbul, which is the authority, handling the estate affairs of Mehmet Salih Tatlıcı, and the lack of realization of this humanitarian offer, for the other heirs still do not say YES to it, despite the month that has passed since then.
What happened until now?
Uğur Tatlıcı, youngest son of Mehmet Tatlıcı, along with his mother, Nurten Tatlıcı, submitted a proposal to the Judicature of the Court of Probate on the date of March 24th, 2020, and offered Tat Towers in Zincirlikuyu District of Istanbul to be used in the battle against Corona virus (COVID-19) to the Ministry of Health; moreover, they proposed that over 500 precious paintings and antique objects, which are stored in the Tat Towers building with the majority of them being owned by Nurten Tatlıcı and Uğur Tatlıcı, be auctioned and the income from this auction, after the deduction of expenses and relevant taxes, be donated to the Ministry of Health within the scope of the battle against Corona virus outbreak, under the control of the Court of Probate (For detailed information, please see: “Tat Towers Shall be used in the battle against Corona” news article).
A month (30 days) passed since then, but “no word has been heard” from the other heirs…
The investigations of our news crew showed that “not a single breath” was heard from the other heirs in the past month since the offer was made, in the face of this humanitarian proposals of Uğur and Nurten Tatlıcı and their potential as important steps to serve in the battle against the Corona virus outbreak.
Now let us present the developments from the past month to our readers and the public:
March 24th, 2020
The petition with the application of Uğur and Nurten Tatlıcı, requesting the appropriation of TAT TOWERS, which is located in Istanbul’s Zincirlikuyu district on the main arterial roads and important transportation lines of the city with thousands of square meters of indoor area and an 8-story garage, within the scope of the battle against Corona (Covid-19) outbreak until the designated date of May 31st, 2021, and the immediate auction of over 500 paintings and invaluable objects, which are stored in Tat Towers with the majority of them being controlled by the court of probate despite the ownership of Uğur and Nurten Tatlıcı, so that the net revenue from the auction can be donated to the TC Ministry of Health, was submitted on March 24th, 2020, to the estate files no 2015/55, handled at the 2nd Civil Court of Peace of Istanbul and the urgent consent of the other heirs was also requested.
March 28th, 2020
The proposal of Uğur and Nurten Tatlıcı, regarding the appropriation of Tat Towers, which has the potential to offer a significant service in the battle against Corona virus outbreak, finds a place for itself in media, having been covered by Milliyet, Takvim and Finans Gündem newspapers.
March 29th, 2020
A press release is published in Sabah newspaper with the signature of Uğur Tatlıcı, explaining the details of this humanitarian offer to the 2nd Civil Court of Peace of Istanbul.
March 30th, 2020
Due to the lack of responses from the other heirs, a new petition is submitted to the Judicature of the 2nd Civil Court of Peace of Istanbul, which is the court of probate for the case, reminding the heirs in question, Mehmet Tatlıcı, Ahmet Tatlıcı, Salih Ziya Tatlıcı (Titiz) and Bedriye Kamer Tatlıcı of the petition dated March 24th, 2020, requesting the immediate notification of other heirs and the estate administration. April 6th, 2020
Due to the lack of responses from the other heirs, another petition is submitted (for the 3rd time) to the 2nd Civil Court of Peace of Istanbul, reminding the first petition from March 24th, 2020, requesting the immediate notification of other heirs and estate administration…
April 8th, 2020
Despite the increasing numbers of citizens, who are infected by Corona virus or lose their lives because of it in Turkey, the two weeks that passed since the proposal received no responses from the said heirs or the estate administration. To that end, in order to attract attention to the urgency of the matter and the public interest in attachment, another petition was submitted to the 2nd Civil Court of Peace of Istanbul for the case files of the estate and the first petition, filed on March 24th, 2020, was reminded once again (for the 4th time to be exact); a notice for the information of the other heirs and the estate administration was requested, along with a warning that stipulates the response from the other heirs and their consent, if they are willing, in 2 business days, in regard to the significance and urgency of the requests, repeated in the petitions dated March 30th, 2020, and April 6th, 2020, the details of which are explained in another petition, dated March 24th, 2020.
Furthermore, an advance on expenses to the estate file for the notices to be delivered to the other heirs and the estate administration was paid.
April 13th, 2020
Following the lack of “even a breath” from the other heirs and the lack of proof of any notices, delivered by the court in UYAP records after the application on April 8th via UYAP, separate warnings were sent to Mehmet Tatlıcı, Ahmet Tatlıcı, Salih Ziya Tatlıcı (Titiz) and Bedriye Kamer Tatlıcı – the heirs in question – as well as their lawyers and the estate administrators for their information via notaries, requesting that they shall report their responses and whether or not they consent to the content of the petition on March 24th, 2020, in 3 business days due to the urgency of the matter and the public interest.
April 15th, 2020
The barcode inquiries for the notices sent to the other heirs – Mehmet Tatlıcı, Ahmet Tatlıcı, Salih Ziya Tatlıcı (Titiz) and Bedriye Kamer Tatlıcı and their lawyers, as well as estate administrators for information, from the Notary on April 13th, 2020, revealed that all said notices were received by the parties on April 14th and 15th, 2020.
April 17th, 2020
A petition is submitted by Uğur Tatlıcı’s lawyers to the Ministry of Health, Provincial Directorate of Health of Istanbul, reporting the developments in the meantime and explaining that many applications were filed for the Tat Towers in Istanbul – Zincirlikuyu to be temporarily used by the Ministry of Health in the battle against Corona (Covid-19) outbreak, free of charge, and over 500 paintings in Tat Towers to be auctioned immediately for the revenue to be donated to the Ministry of Health, due to Corona virus outbreak and the press release, published on page 12 of Sabah newspaper on March 29th, 2020 with the signature of Uğur Tatlıcı.
Hundreds of thousands of our citizens have the Corona virus and 2,600 of them already lost their lives; still…
Despite the developments, the details of which we provided above, along with the many petitions and warnings, Mehmet Tatlıcı, Ahmet Tatlıcı, Salih Ziya Tatlıcı (Titiz) and Bedriye Kamer Tatlıcı have all been quiet for a month, which is just food for thought…
Similarly, they remained idle (except for Bedriye Kamer Tatlıcı for one time, which was a positive response) against the charitable propositions of Uğur and Nurten Tatlıcı in the past.
What is so sad and inhumane here is the stubbornness – these heirs cannot put their never-ending animosities aside for once, despite the increasing numbers of news cases and lost lives with each passing day. Tat Towers, which can serve substantially in the fight against Corona virus outbreak, and the important resources to arise from the auction of the hundreds of invaluable paintings and antique objects kept in these buildings, unfortunately remain idle.
That is because the consent of Mehmet Tatlıcı, Ahmet Tatlıcı, Salih Ziya Tatlıcı (Titiz) and Bedriye Kamer Tatlıcı, is needed for the court of probate to take the necessary steps. However, a month passed by since the proposal and the heirs just did not bother with any response at all and continue to do so…
They did adopt a similar attitude in the past
Similar charity propositions that were taken to the other heirs in the past were unfortunately declined by them without any justification whatsoever; said offers included donations to the families of miners, who lost their lives in the Soma accident on May 13th 2014, and many local and international organizations that work for good deeds and humanitarian help around the world – Kızılay (Turkish Red Crescent), Lösemili Çocuklar Vakfı (Foundation of Children with Leukemia), Türkiye Korunmaya Muhtaç Çocuklar Vakfı (Turkish Foundation for Children in Need of Protection), Bedensel Engellilerle Dayanışma Derneği (Solidarity Association for the Physically Disabled), Darülaceze Foundation, Mehmetçik Foundation, Şehit Aileleri Derneği (Martyrs’ Families Association), TEMA (Turkish Foundation for Combating Erosion, Reforestation and the Protection of Natural Habitats), Altı Nokta Körler Derneği (Six Points Association of the Blind), Türk Eğitim Vakfı (Turkish Education Foundation), Türk Kalp Vakfı (Turkish Heart Foundation), Türk Böbrek Vakfı (Turkish Kidney Foundation), Türkiye Kanserle Savaş Vakfı (Foundation of Battling Cancer in Turkey), United Nations International Children’s Emergency Fund (UNICEF) and many more…

Ibrahim Bülbül and Kadir Özgen, who are the official estate administrators, appointed by the 2nd Civil Court of Peace of Istanbul, handling the estate affairs of late businessman Mehmet Salih Tatlıcı, responded to the proposal of Uğur and Nurten Tatlıcı, offering Tat Towers to the usage of the Ministry of Health and the donation of the revenues from the auctioning of the paintings kept in here to the Ministry of Health within the scope of the battle against Corona virus outbreak, and stated that in the event of the consent of the other heirs and the acceptance of the Ministry, the matter of the realization of the proposal is at the discretion of the court and it would be inappropriate for them to deliver an opinion on this matter…
This is, in reality, a positive development; at the very least, the two officials, who are responsible from the administration of late Mehmet Salih Tatlıcı’s estate, were able to say, in summary: “It is okay with us, if the other heirs and the Ministry of Heath respond positively to this offer and the final decision rests with the Judicature of the 2nd Civil Court of Peace of Istanbul”…
